Banjir masih menjadi salah satu bencana hidrometeorologi yang paling sering terjadi di Indonesia. Penyebabnya tidak hanya berasal dari faktor alam seperti curah hujan tinggi dan perubahan iklim, tetapi juga dipengaruhi oleh alih fungsi lahan, urbanisasi yang tidak terkendali, kerusakan daerah aliran sungai, serta lemahnya pengelolaan lingkungan. Dampaknya sangat luas karena tidak hanya merusak infrastruktur, tetapi juga mengganggu aktivitas sosial, ekonomi, kesehatan, pendidikan, dan ketahanan masyarakat. Pendekatan pengelolaan banjir yang hanya mengandalkan pembangunan fisik dan kebijakan sentralistik dinilai kurang efektif.
Oleh karena itu, pendekatan berbasis komunitas menjadi strategi penting karena masyarakat lokal memiliki pengetahuan, pengalaman, dan kearifan yang dapat dimanfaatkan dalam pengurangan risiko bencana. Buku ini membahas pentingnya keterlibatan masyarakat dalam pengelolaan banjir, mulai dari mitigasi, tata ruang, hingga penguatan kelembagaan desa. Selain itu, dibahas pula strategi praktis seperti pembangunan infrastruktur komunitas, sistem peringatan dini desa, edukasi kebencanaan, analisis risiko partisipatif, serta pemanfaatan teknologi tepat guna.
Buku ini menegaskan bahwa ketangguhan terhadap banjir hanya dapat diwujudkan melalui kerja sama antara pemerintah, akademisi, komunitas lokal, dan seluruh pemangku kepentingan.
